SIGNIFICANT REMINDER TO OFFICERS EYES STILL ON LOST PROVINCES FRENCH NEWSPAPERS PERTURBED B? TEtEGBAPH.—PBE3S ASSOCIATION. Copyright London, November 12. The Paris correspondent of “The Tinies” says that the newspapers are perturbed at the latest Germany military manual wliich reminds officers that the Reichswehr is the successor of the old army, and that therefore its duty is to reconquer Germany’s lost provinces. The newspapers point out that the manual was published since the Locarno Conference, when Germany resigned her claims to Alsace and Lorraine. The French Government complained to Dr.‘ Stresemann (German Foreign Minister), who replied that the manual was issued without the knowledge of Cabinet, which had ordered its immediate suppression. “Pertinax,” in the “Echo de Paris,” now asserts that the manual is still obtainable in Berlin bookshops. “The Times’ 1 correspondent holds that Dr. Stresemann is honestly working for peace, but finds a difficulty in getting his subordinates to execute orders.—“ Times.” Berlin, November 12. The "Army Manual” has not been withdrawn. 'Copies are available to the public, but do not contain the exhortation of which the French complained, but they include a highly-col-oured summary of the Versailles Treaty and the Allies’ attitude in it. The Manual declares that .the delivery, or four million Germans to French, Polish, Belgian, Danish, Italian, and Czech domination is an unexampled transgression against Germany, containing the seed of fresh wars. They assert , that the Allies acted contrary to President Wilson’s “Fourteen Points,” on which Germanv agreed to peace. The book adds that the French thirst for revenge, the Russian craving for conquest, and English business interests were the sole causes of the war.—“ Times. NEW MEASURES IN FRANCE UTILISATION OF ALL RESOURCES Paris, November 12. The Government is proposing treasures to reduce the period of compulsory service to one year; to increase the number of professional soldiers; to charge- civil and military agents with the maintenance of internal order, and to provide for ■ the formation of mobile republican guards. It is expected that the proposals will help to build up a powerful military organisation and enable- the utilisation of the whole nation’s resources in emergency. GERMAN DISARMAMENT V DISCUSSED BY AMBASSADORS’ CONFERENCE (Rec. November 14, 11.5 p.m.) Paris, November 13. The Ambassadors’ Conference discussed German disarmament. It is expected that General Walsh, president of the Allied Control Committee will shortly make a tour of inspection to ascertain the exact position.
