Signs of opposition to the Soviet’s new economic policy were forthcoming at the Fourteenth Congress of the AllRussian Communist Party, notably in connection with Rykoff’s statement that administrative pressure must be exercised, against the new capitalist relations- which arc. .arising in the rural districts, where the policy is beginning to bear fruit. ‘ .. . Various speakers criticised the new line as incompatible with Communist doctrines.
