THREE. MONTHS’ IMPRISONMENT.-

(sentencing a waterside, w'orker named Hale to three months’ imprisonment with hard labour, Mr. Maunsell, the Magistrate, said it was a notorious fact that thefts were rampant on all tho waterfronts in the Dominion. In making that statement, he did not wish to cast a. reflection on all waterside workers, the majority of whom, he believed, were honest citizens. One thief made a lot of trouble. He could not undeistand. the urtons admitting such men. Ho would like to have authority to prohibit Halo working on the wharf, as his membership was detrimental to the union.

His running survey of historical events ranges from the dawn of Chinese history to the present year,- but he is, of course, concerned chiefly with modern developments of Japanese policy towards China and their effect upon that, country and upon* the existing outlook m the Far Fast With these questions and others, including the immense possibilities of indndri'xl and commercial development that are latent in China, he deals in a manner as interesting ns it is informative. Of Japanese policy towards China. Mr. Weale has nothing that is good to say, and ho maintains that tho most, of the evil lies in the prosennature of the Japanese Government. "A Japanese Cabinet, directly responsible to the Diet under tho Constitution is.” he declares, "absolutely essential to the peace and happiness of tho Far Fast: unless that, as well as a proper extension of the franchise can bo nennirod by constitutional means, so that the Japanese people can act ns a cheek on their own bnreaurraoy it i« essential to oppose Japanese intimidation of China by methods other than those adontod during tho war. The book is published by Messrs. George AHen and Vnwin. Ltd., of TxmdonFac.h of Germany’s blinded ex-soldiers is provided with an official caretaker and a specially trained dog.
