COLLAPSE OF GERMANY PREDICTED IF PRESENT SCHEME IS ENFORCED By Telegraph—Press Association—Copyright London, November 23. The report of the special committee of the Fedrration of British Industries on German reparations says that the growing opinion in Britain is that any attempt to enforce the present reparations scheme would lead to the collapse of Germany. The report declares that it is impossible to return to pre-war tirade conditions until the methods oi liquidation of the war debts of the nations are settled. It suggests the transference of obligations between Governments into an obligation between individuals, by the creation of mortgages on German railways, shipping, and other industries; these securities to be handed over to the Allied Governments to dispose of to individuals. It also suggests the utilisation of German energies under Allied experts iu restoring the railways of Central Europe and Russia, and the constructing of public works in the undeveloped regions of Africa, bouth America, and Asia. —Reuter.
