QUESTION OF INDEPENDENCE BASIS OF NEGOTIATIONS WITH BRITISH GOVERNMENT By Telegraph—Press Association—Copyright Cairo, October 26. The negotiations between Adly Pasha and the British Government are to be conducted on the following basis: — (1) British troops to be confined to Port Said and the eastern zone of the Canal. (2) A British controller of the publia debt to be appointed. (3) Egypt to have the right to diplomatic representation abroad, but the British Government the right to be consulted on all treaties save commercial agreements. (4) Alexandria to be a British naval base, internation illy policed (5) Anglo-Egyptian Sudan to remain as at present.—“ The Tinies.” [The “Daily Chronicle” states that the Government and the Egyptian delegation had reached an agreement regarding the abolition of the protectorate oi er Egypt, which would be declared irdependent.] NO CHANGE IN RELATIONSHIP UNTIL DISCUSSED IN PARLIAMENT (Rec. Tlifi five Labour members who visited Egypt report in favour of the recognition’ of.complete independence of Egypt and the formation of a treaty of alliance between Egypt and Britain, which must be approved by a popularly elected Egyptian Assembly.
