The conference, therefore, must face a racial issue that is not problematical, but actually, existent. It is claimed, that" for all practical purposes Japan to-day possesses vast maritime provinces in Siberia, including Vladivostok and other ports, cutting Russia off from the sea, Japan controlling all public and trading functions.
