MRS WINTRINGHAM RETURNER FOR LOUTH.' London, September 23. Tho by-election for the Louth seat, rendered vacant Sy the sudden death of Mr Wintringham, resulted in tho return of his wife. Lady Astor telegraphed to Mrs. Win■hingham: "R*ejoicing over your victory. I shall welcome you to the House of Commons.” ' ... Mrs. Wintringham was a schoolmistress before her marriage.
