QUESTIONS WITHOUT NOTICE
Questions without notice, which have occupied a great deal of the time of member's in recent years, began on the opening day of the session, and were continued .vigorously yesterday. The rules of procedure require (hoc questions shall be presented in the form of notices of intention to put queries to Ministers. The questions are then placed on the printed order-paper, and are answered on a printed order-paper printed about once a week. Questions without notice aro in order only when the subject matter is of urgency, but the practice has ari-en of putting all sorts of questions i,l this form, "ven when a delay of a week or two or a month or two would make no real difference. Tho Speaker mentioned tho. matter in tho House yesterday. He reminded members that questions without notice were in order only when they could not be held over for answer in the usual way. The proceedings that folio-wed suggested that members were not much impressed by the reminder.
