The Dukji of Orleans insists that this is not the fault of the French,, people, but deemros that tho failure lies in the absence of himself as th'e personal leader of the destinies of Franco, and concludes his fnessage by saying that the "near future will prove whether, in such grave circumstances, France has the Government which she deserves.”
