FRENCH ROYALIST HOPES
DUKE OF ORLEANS READY. Although France was never more unitedly republican than toiday, the royalists still cling to the hope of a restoration. of the monarchy, and at tho royallist banquet recently a message from Philippe, Duke of Orleans, who is accepted as the logical pretender to French rulekship, was read, declaring: “With tho aid of God, when the people so deX eire, I am ready.” . "History has shown,” the duke declared, "that. it is impossible to govern France' without a personal, permanent leadership, around," which natural discords, rivalries, and legitimate competition can continue without damaging the Government. When France lies bleed* ing, and is waiting for legitimate reparation, the Government, when left to itself, is showing its impotence, and does not eyen know how to execute the treaty which it has concluded." The Dukji of Orleans insists that this is not the fault of the French,, people, but deemros that tho failure lies in the absence of himself as th'e personal leader of the destinies of Franco, and concludes his fnessage by saying that the "near future will prove whether, in such grave circumstances, France has the Government which she deserves.”
