BOROUGH -CONTROL OF MOTOR DRIVERS. By Telegraph—Press Association. Gisborne, August 25. A case of considerable importance to motorists, that of the Borough of Gisborne v. Matthews, ex-chairman of the Cook County, was decided to-day. • Matthews was charged with driving a private motor-car within the borough without holding a license to drive, issued by the Borough Council. Mr. Barton, S.M., said that' he was clearly of opinion that it was competent for the borough to legislate effectively for the protetion of its citizens and the regulation of traffic by requiring all drivers within its streets to conform to a standard of competency. However, ‘he held that tho by-law in question, as drafted, was defective, oppressive, and unreasonable, and so dismissed the information.
