RIGHTS UNDER VERSAILLES TREATY SAFEGUARDED. (Rec. August 24, 9.15 p.m.) ' New York, August 23. The "New York Times” Washington correspondent says it is understood that the United States-German Treaty will cover all necessary points for the complete resumption of diplomatic relations and amply safeguard all rights and privileges guaranteed to tho United States under the Versailles Treaty*. It is expected that the successful culmination of the negotiations will bo announced before tho close of the week—Aus.-N.Z. Cable Assn.
