SPANIARDS PREPARING NEW OFFENSIVE. (Rec. August 24, 9.5 p.m.) Madrid, August 23. Advices from Melilla state that General Berengeur considers the men and material at his disposal sufficient to start a new offensive against the tribesmen before the rainy season. Tn the meantime tho Moors are resuming the offensive, persistently attacking Spanish food convoys.—Reuter.
