Briand, in an interview, said: "Those who criticise tho Supreme Council’s decision, (to refer the Silesian question to the League of Nations) forget, or ignore, that if Britain, Italy, and Japan expressed nn opinion dia/motrically opposrosed to that of France, it would mean the bankruptcy of the Supreme CounMl Germany is only awaiting such a STgnal (o occupy Upper Silesia, which she could do according to the treaty. Telegrams from Kattowitz state that German and Polish industrial leaders, also a. number of members of the Keictetag representing all parties, and Skolny (successor to Korfanty as Polish plebiscite oommissioner) have decided to issue identical Notes to the population of Upper Silesia, exhorting them to peaceful cooperation, also to form German and Polish committees to aid in the maintenance of older.
