A strange hitch occurred at Dundee in connection with a marriage before tho sheriff. The parties having made the, usual declarations, it was discovered, that one of the witnesses was blind, and tho sheriff, o n tho ground that such «, witness could not fee the signing of the declarations, declined to his. warrant to the registrar. Later Lie parties went through the ceremony again, and the marriage was duly registered. j
