REFORM PROPOSALS. (Rec. August 17, 10.45 p.m.) London, August 16. The Unionist Reconstruction Committee dealing with reform of Hotise of Lords resolved that the jwwere of the reformed Second Chamber should be those recommended by the Bryce Committee. The reformed Chamber should be a composite body, consisting of selected and elected members.
