RETRENCHMENT SCHEME PROPOSED. Cape Town, August 16. A. circular iswied by .the railway administration states that there is a de ficit for the first quarter of the financial year of £600,000, making «in accumulated deficit of over . three millions. The Government proposes to introduce short time and preference, and general retrenchment, arid also to revert to longer horn's in the case of «.ertain grades whore the work is not of an intensive character.
