ESSENTIALS TO RESTORATION UNITED STATES SHARE OF FINANCIAL CHAOS By Telegraph—Press Association— Copyright (Rec. July 17, 5.5 p.m.) Washington, July 12 (delayed). President Herding, addressing the Senate, said ths proposed soldier bonus legislation, contemplating a national obligation of five thousand million dollars, would greatly imperil the financial stability of America. "Our land has its share of financial chaos and industrial depression,” the President continued. "Three things are essential to the restoration of peace-time conditions—reduction of internal taxation, refunding the war debt, and adjustment of foreign loans. It is unthinkable to expect a business revival while maintaining excessive taxes, and impossible to reduce the tax burdens while committing the Treasury to additional obligations." The President added that the first duty which the country was fulfilling was toward disabled soldiers. —Aus.-N.Z. Cable Assn.
