S He. had been urged to a Royal commission to investigate the. conditions of waterside employment, a he felt that before he came io a deci sion on this point he ought to make some inquiries of his own. He realised that the waterside problem was an exceedingly difficult one, and he did not wish to more in any direction without being sure of his ground.
