The Senate passed the Bill introduced bv Senator Kellogg giving the President authority to refuse, permission for the landing of cables on United States soil — Aus.-N.Z. Cable -Assn. [The United States Government is extremely anxious for the immediate passing of” the Kellogg Bill to prevent the landing of cables on American soil without Hie permission of the President, stated a message published yesterday. In a report to the House Committee, Mr. C. Hughes (Secretary of State) said that an emergency of unusual importance existed by reason of a suit brought by the Western Union Telegraph Company for an injunction to prevent the United States Government interfering with the landing of a cable on Miami beach, Florida. The Government feared that the entrance of foreign cables of powerful financial strength would throttle the United States eompetition, and place the nation at. the mercy of foreigners.]
