CAPACITY FULLY CONSIDERED BY ALLIES

The "New York Herald’s” Paris correspondent had an exclusive interview with M. Briand, who said: "Either by her own will or by force will Germany hate to honour her signature and repair the evil she caused in the fullest measure her resources will permit. The figures fixed by the Allies were the result of the deepest investigation. I can certify that in the determination of Germany’s capacity to pay the payments were fixed with consideration to the most unfavourable conditions, namely, the possible loss of Silesia.
