(Rec. March 23, 1.30 a.m.) Delhi, March 21
In the Legislative Assembly Sir George Barnes, in speaking on the introduction of the Emigration Bill, said it would be proceeded with in the autumn. It was necessary to legislate against any resurrection of the Indentured Emigration Bill, world forbade the emigration of unskilled labour, unless Iwith Houses ordered its reopening. Ho thought that where Indians would enjoy the full privileges of .British subjects emigration should be encouraged. He deprecated reciprocity legislation as futile, with a. flavour of retaliation. —Renter.
