Dr. Addison, British Minister of Health, who was reported to have sent circulars to seaside authorities suggesting by-laws compelling bathers to wear neck-to-knee costumes, denies advocating shorter bathing costumes. On the contrary, he says, when the Kent Council desired to define the measurements of costumes, he requested the deletion of the regulation in favour of a general stipulation that they should be decently sufficient. He considered that a neck-to-knee regulation would debar the bulk of the costumes now used, including many, hygienic costumes.
