THE MANDATES CONTROVERSY AMERICA’S RELATIONS WITH LEAGUE OF NATIONS Rv Telegraph—Press Association-Copyright. (Rec. March 1, 11.50 p.m.) Paris, February 28. The reply of the League of Nationb’ Council to' the United States regarding the Mesopotamia and Yap mandates will come before President Wilson two days before Mr. Harding comes into office. The contents of the Note are carefully guarded, but it is expected that America will be informed that the Mesopotamia mandate < has not yet been before the League, and concerning Ynp, the reply will be couched in the most friendly terms, pointing out that Japan’s mandate was approved two months ago, and calling attention to the difficulties of complying with the United States' request. The tone of the Note will lie such, however, as to imply an invitation to the United States to continue the discussion, which will involve the Harding Administration in a controversy with the League. European statesmen hope that out of this may come a clearer” understanding regarding America’s relations towards the I^a^ue. —Aue.-N.Z. Cable Assn. JAPAN’S PACIFTCJSLANDS MANDATE IMPORTANT STRATEGIC MOVES. (Rec. March 1, 11.80 p.m.) New York, February 28. "Chicago News” correspondent at Rouk, Caroline Islands, states that the Japanese naval authorities are making two important strategic moves under Japan's mandate over .the South Sea Islands. It is understood that foreigners will he able to enter the islands only after securing papers of permission, which are rarely given when commerce is the object.
