NEW MINISTER TAKES THE OATH-

The new Minister of Internal Affairs (Hon. W. Downie Stewart) took the oath as a Minister of the Crown at a meeting of the Executive Council yesterday morning. He was present at a meeting of Cabinet in the afternoon. Several portfolios, including Customs, Marine and Native Affairs, have still to be allocated. Mr. Downie Stewart is to take one of these, possibly Customs, and- I the Hon. G. J- Anderson (Minister of Labour) is to take another. The portfolio of Native Affairs mar be taken over by Sir Francis Bell, leader of the LegitJlatire Council, who is to be Acting-Prime Minister and Minister of Finance during the absence of tho Prime Minister (Mt. Massey).
