Washington, February 12. The American Government will demand a definite settlement of the question of tho disposition of the former German cables at the Communications Conicreiicc, meeting on February 15. The United States will also insist that -iap should, be open to all nations as a cable base on terms-of equality. It is inxl'istood that Britain is wilting that tho former German-United States Atlantic cable now touching British soil, should revert to its original position. .Iniiwo has already raised obstacles against the restoration' of the German cable, which she has diverted to Brest.
