ARBITRATION COURT

NEW PRESIDENT APPOINTED MR. F. V. FRAZER SUCCEEDS MR. JUSTICE STRINGER The appointment of Mr. F. Y. Frazer to be president of the Arbitration Couit, iu succession to Mr. Justice Stiingei, was approved by Cabinet yesterday. Mr. Frazer is at present Assistant Public Service Commissioner, an appointment he has held since March 1 last. He was formerly a Stipendiary Magistrate in Wellington. Mr. Justice Stringer will go to the Supreme Court Bench. When announcing the appointment yesterday, the Prime Minister stated that Mr. Frazer would devote all his time to the work of the Arbitration Court. It has been the rule in the past for the president of the Arbitration -Court to be a Judge of the Supreme Court and to give some part of his time to the business of that Court and the Court of Appeal. It is understood that a new arrangement 1 will be given legislative sanction when Parliament meets later in the year and that, following the Australian precedent, the Arbitration Court will no longer be regarded as a steppingstone io the Supreme Court Bench. It is. recognised that the work of the two Courts is not similar and that the sequent transfer of Judges is not desirable. The new president of the Arbitration Court .(Mr. Francis Vernon Frazer, M.A., LL.TL). was born on August 5, 1880, and was educated at Nelson College. Aftei leaving school he had a short experience of school teaching, and later he studied law. He had thirteen years experience, principally at Christchurch, and also at Milton. Dunedin, and Waipawa. He took his degree m law in 1905 having specialised in economics. He was’ appointed Stipendiary Magistrate and Warden at Auckland and Whnngarei in July 1911. and was transferred to Wellington in August, 1918. He became chairman of the Public Service Board of Appeal and the Tost and Telegraph Board of Appeal. He was reappointed chairman of the Public Service Board nf Appeal in December, 1919, and he.d the position until February 10. IMwhen he became Acting-Assistant Public Service Commissioner. He was confirmed in the position of Assistant-Pubhe . ervice Commissioner on March 1. 19-0. Mi. Frazer has been a very popular commissioner and his removal to another sphere of duty will he regretted by members of the Service.
