PRODUCTION OF MUNITIONS GOVERNMENT OF SUBJECT RACES By Telegraph—Press Association-Copyriglit'.. Melbourne, January 12. In an address io the Science Congress, Dr. Rivett, speaking on the application of physical and chemical science in the Great War, urged the production of ammonium nitrate, the chief consiEtuent of a high explosive called amatol. To build up the chemical manufacture of Japan uid America, and neglect our own, was simply building up their armies and navies while forming none of our own. A strong protectionist policy was needed. The congress unanimously resolved Vo recommend the Federal Ministry to foster chemical industries under such conditions as would ensure the maximuni readiness for the production of munitions in case of need. Professor Griffith Taylor, speaking on the future of white settlement, said there was grave fear that a good supply of white people would be lacking wifihin a century. The white people would tend to congregate round the five world centres —London, Chicago, Sydney, Durban and Buenos Aires. He said the geographical study of the position emphasised the necessity for a elose alliance with the United .States. Judge Murray, Lieutenant-Governor of ' Papua, read a paper on the anthropology and government of subject races. It was especially interesting in view of Australasia assuming the government of mandated territories. He urged the need of studying the anthropology of the natives, and conserving such of their customs and institutions as were harmless or helped as an instrument of good government. It was announced that a Government Anthropologist would be appointed shortly. —Press Assn.
