Cabinet is considering a schemo to make industry, both employers and trade unions, responsible for a solution of tho unemployment problems, without Government or other outside intervention. Sir Allan MacGregor Smith (chairman of the Managing Committee of the Engineering Employers' Federation), for the employers, ant) Mr. J. R. Clynes (president ol the National Union of General Workers), for the unions, favour the priuciplo, but there js a difference of opinion whether the obligation should rost on industry as a whole or each trade be responsible for its own unemployment. ' EMIGRATIOTNQ SOLUTION • INDIGENTS NOT DESIRED BY DOMINIONS. London, December 27. The "Daily Mail" announces that nil the Dominions are alarmed by the reports that millions of workless in Europe arc preparing to emigrate. Neither Australia nor Canada is prepared to Welcome tho indigent at the present time. They have their own difficulties. "The Times" says: "Emigration is no solution for. the unemployed! Inquiries at the Now Zealand offices do not offer much liopo of relief in that direction.
