Senator Millen explains that he did not vote on, the admission of Austria,'because he did not know whether the Commonwealth embargo against trading with Austria been removed. . ■. Tho Assembly, resumed the debate on the admission of States.- . iQnator Millen abstained from, voting, on the .admission of Bulgaria. M. Viviani explained that he did not object/ to Bulgaria's admission, but he also abstained from recording his vote. Bulgaria was admitted by tfo votes against 2.. -: Senator Millen decided that,, having abstained from voting regarding Austria, he' would maintain consistency by not vo'.iing in the case of any enemy State. The -Assembly .admitted Costa Ilica, Finland, ami. Luxemburg. It refused Armenia's application-by 21 votes to 8. Australia and New Zealand voted with the majority, .Canada,.'with'the minority. Mr. Or. Barnes said' he thought it a farce-lb vote' to allow-Armenia l representation on the- technical organisatiotis, which dt could join by signing the Conventions. Replying-to Senator Millen, the President announced that the Council" had nd : information that Armenia had .turned-'Soviet.' ' On M. It is . reported, that-a number of members h;ld the" view that the Assembly should nominate'' the mandatory States. Senator Miileri took strong exception to this'view. The surrendered territories had been.eedod to- the Allies and tho Associated Powers*. who had granted the. mandatories to the various countriee and published the fact to the whole world before the Covenant was signed. The League claimed •to rest upon justice, and it.could not begin its career by * violating the very Covenant which had called it into being. Senator Jlillcn strongly urged the Commission not to press such li view. Several. delegates stated.that though- they held -tliat the Assembly had a right to issue the mandates, they would not press it in the face of Senator Milan's statement,, and particularly as -the mandates . were granted before the-, signing.? of ..the Covenant. The reven'u'o contribution for normal upkeep will be 10,100,000 francs. The ordinary upkeep of the Labour organisation amounts to 7,010,000 francs. The extraordinary contribution to 'capital account is' 2,000,000 francs, and the extraordinary contribution to working/capital is 1,890,00p francs.
