The Assembly spent over two hours in discussing whether it was a question of procedure or an amendment! of the Covenant for the First Commission to recommend tho method pf -Meeting non? permanent members of tho Council.
Senator Milieu (Australia) objected to the fixation of the period, thus tying the hands of the succeeding Assembly. Mr. Wellington Koo (China) reporter of the Committee, contended that aa tho period was limited it could ultimately be altered by sonle future assemblage. It was ncJt an attempt to amend the Covenant.
Finally a compromise was arrived at by which members are elected for a year, and the Commit'Co's recommendation was sent to the Committee on the Covenant Amendments, for consideration. —Aus.-N.Z.
