Tha Government has declared that She volunteer bands organised in connection with" the non-co-operation campaign on quasi-military lines are unlnwful, because they.interfered with tho holding of public' meetings, with attendance at schools and colleges, and with the freedom of voters, and were employed in attempts to secure a social boycott of thoso who declined to accept tho political views of its promoters..
