Geneva, December 2.

Mr. A. J. Balfour submitted a report on the amendment of the Covenant Ho explained that it was not because the Covenant was incapable of amendment, nor that' the Scandinavian amendments were not! worthy of the most careful consideration. Tho commission had twomotives—first, to change the Treaty of Versailles, with which the Covenant was embodied; 6econd, that the League was yet very young, and ought! to gain more experience before it made alterations. He moved that tho Council should apcommittee to consider the Scandinavian amendments, and report next) session. '

A. Portuguese delegate reminded the Assembly that the Covenant of the League waa drafted by the victorious countries, and should be modified to suit other countries. Portugal desired to submit amendments; but he agreed to delay.

M.Motta (Switzerland) said it. was inadmissible to concede that the Covenant should be bound up with the Treaty of Versailles. It contained provisions for ills own revision. _ He admitted that neutrals, had been invited to participate in drafting the Covenant, but their non acceptance . should , .not. prevent amendments being made now.
