■ —♦ REMARKABLE INCREASE IN ENGLAND. Tihe growthi of rating in England, has led to the keenest interest in civics. Between the years 1913-14 and 1919-20 some councils havo doubled their rates. The Lbndon Municipal Society selected 100 typical cases, and found that one had increased its rates 110 per . cent., two lwd increased them over'Bo per cent., 32 oyer 40 per cent., and in only one were the rates unaltered. High wages and high prices 'aro admitted to be responsible to a great extent. It is also claimed that the advent of the London Labour Party into tho councils lias led to rate increases. In 12 out of 13 of the Labour councils, the increase in rates for tho present year .is Cs. 5Jd. in the pound. In 11 other London councils where the muni- - cipal refoi'm 'party' is in power the averago increase has not been more than 3s. lid. Twelve' Labour boroughs have a rafo of oyer 15s. in the pound, and in three boroughs, wherp there 'has been a La. hour progressive party, tho rates are respectively 19s. 3d., 16s. 5d., nnd 15s. Bd. in the pound. It is thought that next .year the effect of the Housing Acls and "the Education Acts will mean another ss. in the pound.'
