PROPOSED ADMISSIONS POSITION OF MONTENEGRO (By Telozraph-Presß ABBooUtlon-Copyriifht (Rec. November 29, 5.5 p.m.) London, November 28. Tho Australian Press Association's representative at Geneva says that Argentina proposes to ask for admission to the League of those countries whose sovereignty is not recognised, on condition that they do not . vote at the Assembly. Probably thero will be 6omo delay before Montenegro is admitted, owing to the fact that Nicholas was deposed in ►1918, and Montenegro threw m her lot "with tho Jugo-Slavs. coupled with the fact that political conditions thore make it uncertain whether ft majority would favour restoration of the old regime. The Procedure Commission has made great progress. Mr. lCnowles, representing Australia, succeeded in carrying numerous amendments.
