At Geneva the Council of the League of Nations decided that the Budget be : based on the gold franc as the monetary unit. Thn first Commission has-refused to: accept the amendments to the Covenant'' suggested by Sweden, Norway, Argentine, and Panama. Sir. Balfour thought it was inopportune for. a country to suggest an amendment within six months of its admission. Probably the amendments ' will be referred to the next session of tho • assembly. The Council has invited the Scandinavian States bo police the Vilna territory during; the taking of the plebiscite. The Disarmament Commission is unable to make progress beyond academical: discussions. France fools that she must be certain that Germany lias carried out; the terms of the Peace Treaty concern-; ing disarmament, and also that it will, be prudent to be assured against her arm-' ing secretly.—Aus.-N.Z.
