BOROUGH BY-LAWS

AND WORKERS''DWELLINGS. . (From Our Own Correspondent.) Masterton, November Is.. The action of the Government Housing Department in refusing to comply with the borough by-laws regarding the installation of a certain type of eisttirn in the local workers' homes was the subject of strong criticism at the last meeting of the Borough Council. On that occasion the sanitary inspector (Mr. S. R. Rnipdon) stated—as already roportod in TiiK Dominion'-that none of htis suggestions had been given effect to, and gave instances of how the by-laws had been broken. At to-nighfs' meeting of the council Mr. Kingdon reported as follows:—"I was interviewed on November 13 by tho local manager of tho Labour Department, and was given to understand that the Department bnd agreed to comply with our by-laws, with the exception of the installation of the cisterns. My attention was drawn to the fact that it was their intention to overnilo our bylaws in thiis connection. It was mentioned that the cisterns now being deposited in workers' homes havo been previously in use on public works; unless they were installed they would be left on the Department's hands." Tho Mayor stated that because the particular class of cistern was allowed to bo installed by other local bodies tho Government Department seemed to ttiink that ft could put the same typo of cistern in Maaterton. Tho cistern was not Of the tvpo allowed by tho Masterton by-laws, the valve constantly getting out of order. The question was, whether because the cistern was allowed elsewhere, the Department should bo permitted to inetal it in Masterton. Councillor Burridgo said that the council should stand firmly by its previous resolution, aJid not allow the Department to connect with iVie sewage system unless the by-laws were observed. »Ho moved that the, council adhere to its previous resolution. Councillor MTLood said that the council should insist on ite by-laws being observed. Tho council should support its inspector. The motion waa carried. Tho council also decided to draw the attention of the Minister of Pnblio Works to the recreation of a Gorernmentl building in M««i*rtoa without a permit.
