He pointed out that American industrial development was so great thut, in order to uso the factories at their full capacity, the present exports must Us maintained. The ouly way was by increasing imports to America. Failure to do this would result in dislocation of trade in America, with an effect upou the wagos and purchasing power of tho American public.
