V CHARGES OF WASTE AND INEFFICIENCY WHOLESALE MALFEASANCE ALLEGED fßy Telegraoh-Preßi Ajsociation-OoDyrlea* New York, November 12. Charges of waste, inefficiency, and extravagance against the United States Shipping Board, made before the Congressional Committee which started an investigation several days ago,_ have begun to attract serious attention. The charges wore made by Commander Clement, Executive Assistant to Admiral Benson. Commander Clement admitted that tho wooden ship programme had resulted in a colossal loss to the Government: that employees of tho Shipping Board who sold* Government materials later were employed by tho purchasers; that wholesale malfeasance occurred in purchases of materials: and that tho records of the Shipping Board were inextricably confused. Ho pointed out that these conditions prevailed previous to Admiral Benson's advent as Head of tho Shipping Beard, and. ho attenuated to correct them. -Aus.-N.Z. Cable Assn.
