AMERICA ANDliii COVENANT LEAGUE' PREPARED TO CONSIDER PROPOSED CHANGES. (Rec. November H, 11.55 p.m.) Paris, November 14. M. Bourgeois, interviewed, said, that all would reioice to see America on her own initiative take her immensely _ important place' in the- Council of Nations.
