It should embrace trade, commerce, shipping, telegraphs, and other ■methods of communication. Particular importance was attached to exchange. He 1 would like to see some system to make, .exchango equally easy between tho countries of the Empire as between; Svdnoy and Fromantle or Halifax and' Vancouver.
