Regarding the. non-fulfihnent &f tho promifvi to bring the ex-Kaiser to justice, Mr. Lloyd George has replied to a correspondent explaining that twice the Allies notified the Netherlands Government demanding his extradition, and emphasising tho. most pressing need for compliance, from botlr a national and international viewpoint. The Netherlands twice refused, insisting that it was their right and duty to give him asylum. Consequently tho ex-Kaiser's surrender by means of diplomacy cannot be secured, Tho' Premier also stated that when the promiso was given it was not contemplated that the Allies should prooyd to tho extromity of war with Holland. The tesponsi'bUiry now rrats with the Netherlands Government for the ex-Kniser's permanont 6afe custody,.and no greater or more enduring punishment could.bo imposed than the Allies' action had se-cured.—AU9.-N.Z.
