ANNOUNCEMENT BY PREMIER. (Rec. November 7, 11.5 p.m.) Peking, November 0. Tho Premier, in an interview, statedthat after Parliament has been elected, a constitulioji will be drafted for all China. Tho civil and military administrations will be separated, reduction of tho armies continued, and tho finances reorganised. Foi<cign loans will not bo acecptad if their conditions infringe upon China's sovwalgntjr, or involva political considerations.— Qabla Awn.
