Mr. Phineas Solig, chairman of the New Zealand Nowspaper Proprietors' Association, who is among tho passengers by tho Osterley, complains of inconvenience and delay caueed by tho nciion of tha quarantine authorities After the legal time of quarantine had expired, he and a number of other passengers desired for particular roasons to proceod to Sydney by tram, but wero refused permission. Yet several Sydney passengers and
