FORTIFICATION PLANS AND ARMAMENT CHANGES. ' Tokio, November 3. The newspaper "Dai Nippon" publishes particulars of new fortification plans and armament changes. Besides strengthening the existing fortifications at Hachijo island, 3t tho entrance tio Tokio Bay, Oshima Island will be fortified forthwith, and other places later. The Snscbu dockyard is lo be enlarged to enable tho building of Dreadnoughts. As tlie result. cf experience gained in the European war tho infantry riflo will be changed for a shorter one, range 'being sacrificed to effectiveness. The new rifle model will have a range of 2-100 moitos, anil tho carbine of 2000 metres.—Router.
