A FAILURE IN FRANCE. (Rec. October 31, 11.5 p.m.) . Paris, October 31. The Government is liquidating the State ownership of merchant vessels, and has appointed a committee to sell. It is probable the ships will realise .816 per ton. The question of nationalisation is regarded as dead. The failuro of the State-- opora'tSon was mainly due to Iho political atmosphere in which it was conducted. Many ships built in Japan and America during war-time are leaky.
