POSTPONED PRESS CONGRESS
EXPLANATION FROM-THE SECRETARY. By Telegranh—Press Auooiation.' Christchurch, October 28. Mr. Robert Bell, a member of the executive of the Press Congress of the World, has received the following cable message from the secretary, Mr. J. W. Niosigh: "I regret to inform you that after fullv investigating conditions in Europe and the East,*thp Press Congress has been definitely postponed. Reports disclosed that In the prevailing conditions it would be impossible ■to_ secure a properly representative delegation from several important countries, nnd without proper ■representation the congress could not be wholly successful. lam writing you fully explaining the position."
