There were uproarious scenes at the Independent Socialist Congress at Halle, during an address by Zinovieff, the Soviet Government's omissary, who announced that the 'Soviet wna prepared to negctiato with their German comrades, and wero able and willing to financially support tho German proletariat. Zinovielf predicted- that it would require n generation to accoriiplish universal Communism, which would entail the mobilisation of the Asiatic nations, who must be freed from religious tradition. After this was accomplished a Holy War would be waged on capitalism. SSinovieff- spoke for five hours. The moderates seceded from the extremists. Hilferding, in replying, taunted Zinovieff with n Russian alliance with Envoi- Pasha He thought that Zinovieff might have spoken more clearly about terrorism. The congress, by 217 votes to 15S, resolved to join the Third International — Aus.-N.Z. Cable Assn.
