The real aims of tho Soviet in rogaid to India and Afghanistan liavo been mode dearer by news which has reached London via the Caucasus, givitag the actual proposals of tho Soviet representatives submitted at Kabul recently. The 80lBhevik envoy thoro whs authorised to propose to tho Ameer a formal agreement, in which the Soviet undertook to give considerable military and financial assistance to Afghanistan, demanding in return facilities for transporting rifles and ammunition to tho tribce of the North West frontier of India, and also for its agents to manufacture propaganda unmolested, and to pass freely with it to India. The Soviet further demandod tho right to establish representatives in such places as might be selected, and a written - pledge that the Ameer would not conclude a treaty agreement with any State other than Bolshevik Russia without the Soviet's prior consent. The last stipulation was doubtless intended to make abortive , the Afghan-Indian negotiations. or to entrap the Ameer into a betrayal of the/Ameer of Bokhara,_ whose overthrow the Bolsheviks have sinco accomplished. . Tho iaptura of Bokhara caused the greatest excitement in Afghanistan. It is stated that the fugitive Ameer of Bokhara is on hi? way to Kabul in order to enlist the active support ot the Afghans against the Bolsheviks. There is-giourid for belief that the Ameer of Afghanistan, learning of further trouble with the Beds, will send a deputation to India to endeavour to bring about o definite alliance with England. In Kabul itself, General Naditr Khan, the Afghan Commander-in-Chief, hw formed an anti-British party, which includes unimportant , members of the recent Afghan Mission to India. DiemaL Pasha, the Turkish Command-er-in-Chief, has reached Herat, with a large mission of Bolsheviks and Turks.— Efeuter. _________
