SITUATION AS TO TREATY GUARANTEES. New York, October 8. . The Paris correspondent of the New York "Times" has obtained an authorised statement of M. MMlerand's- viewpoint on Franco-American relations. The President said: "We French have before Us a situation that is most simple and encouraging concerning the Treaty guarantee . between France and the United States. One gTeat American political party is prepared to ratify the Treaty immediately as it stands. The other would ratify it on condition that certain clauses are eliminated.
