« —— RECOGNITION OF SOVIET REPUBLIC PROPOSED. Washington, September 28. Pears aro felt in diplomatic circles that the closing of the Russian Legatibn in 'Peking by the Chinese Government was instigated by tho Bolsheviks, and may bo tho first act following on a possible agreement between Peking aud Moscow. Tho Russians propose tho abrogation of all existing treaties, the closing of tho Legation, and tho recognition of the Soviet Republic. Tho Chinese authorities state that' tho attitude of the European Powers and the United States will determine whether the agreement shall bo operative.
